People in the garment industry call it the garment industry. It may be an antiquated or less used term by the general public, but that is not the point. People in the industry also use the term haberdasher, milliner, etc. I also think the categories themselves support this. As is stated, the category clothing industry was only started some months ago, and garment industry category is 10 years old.
