And reliable sources may vary widely in how they define "states with limited recognition", and may not even use those four words, and use synonyms instead. That is not a problem in itself. So, Knowledge editors who are conversant with the literature about this topic get together and write the criteria, using the consensus model of decisionmaking. That's how Knowledge works, and is the method that helps make Knowledge a top ten website worldwide, with billions of page views each month. 906:
