977: 4144:Åland is an autonomous province of Finland. It is part of the European Union, but is subject to certain exemptions. Åland is not party to the Treaty to establish European constitution, but according to Article IV-440, Paragraph 5 the Treaty will apply on the territory but with derogation. So Åland Parliament ratification is not necessary for the European Constitution to enter into force, but it is needed for provisions of Article IV-440, Paragraph 5 to be applied. 1573: 1979: 2191: 1935: 2915:, requiring a 55% majority of members of the Council representing a 65% majority of citizens.
