I've been keeping tabs on this article, I can read Spanish. Page 2 says "Article 1: Declaring the validity of the Election for President and Vice President of the Republic, realized on 25 June 2023, conforms that the obtained results as follows are: ". TLDR for Article 2 says that Torres and Arévalo

will move on to the second round and Article 3 says that "The present accord will immediately come into force and should be published the official press" signed 12 July 2023 by the TSE's magistrates. I went ahead and updated the table on the article with the information on pages 2 and 3.
