I've been a computer programmer for 25 years, and I have never used any of the functions listed under numerical facilities. Why would anyone propose a standard that includes these? One might just as well propose a standard to include a chess engine and a solitaire solver.

Microsoft Visual Studio 2008 includes partial TR1 support, but it misses the parts of TR1 that are inherited from C99 and it also misses the special mathematical functions.
