Since relatively few votes are cast in the Delmarva portions of those two counties, I think that the only two options that would not be overly onerous would be (i) exclude election date from Cecil County and New Castle County completely or (ii) eliminate the presidential-elections data altogether. I would prefer the former, since I think that election results are relevant information for the section that discusses the (unlikely) possibility of Delmarva becoming its own state.
